The Thomas Memorial Library fosters individual and civic well-being, growth, and vitality by connecting people with information, resources, and one another.
Our Values
Access – We actively strive to remove barriers, create spaces, and offer resources that are accessible, welcoming, safe, and beneficial for all community members regardless of age, background, ability, socioeconomic status, language, culture, or identity.
Respect – We honor the inherent dignity and diverse perspectives of all library users, staff, and community members.
Intellectual Freedom – We resist censorship, protect privacy, and uphold the right of all individuals to seek, access, and express ideas within a safe and welcoming environment.
Creativity – We embrace creative expression and innovative problem-solving in our programming as well as our daily operations. We foster creativity among both patrons and staff. We believe creativity is essential for self-actualization and collaboration, and that it gives humanity the best chance at envisioning and creating a better future.

Human Relationships – We recognize the importance of human connection to the health and wellbeing of individuals and societies. We promote a family-centered approach to literacy and learning, expanding that philosophy to provide resources for community members throughout the lifespan.

Our Vision for 2030
As articulated in the library’s 2025 Strategic Plan, ratified for adoption by the TML Committee on July 10, 2025:
Within the next five years, Thomas Memorial Library will be recognized as a cornerstone of democracy: a place where everyone in our community feels seen, accepted, supported and valued. Grounded in a commitment to the common good, we will expand access to resources and programs that strengthen our community by bringing people together around ideas, interests, and opportunities for discovery.
Our Relationships
The Thomas Memorial Library is a municipal department within the Town of Cape Elizabeth. Our funding comes primarily from property taxes paid to the Town by the residents of Cape Elizabeth, and is supplemented by donor gifts.
The Thomas Memorial Library has a seven-member advisory Thomas Memorial Library Committee, each of whom serves a three-year term. The Committee advises the Director of the Thomas Memorial Library of library needs and on the quality and scope of the services provided by the Thomas Memorial Library. They advocate for adequate support and assist in the formulation of policy.
The library’s taxing authority is the Cape Elizabeth Town Council, which approves the library’s operating budget, as well as the selection of Library Committee members.
The Thomas Memorial Library Foundation is a separate 501C3 organization dedicating to fundraising in support of the library’s programs and services. Click here to visit their website.
The Thomas Memorial Library is a member of the Maine InfoNet Minerva Consortium, a group of resource-sharing libraries which includes more than sixty public, school, academic, and special libraries throughout the state. We are also a member of the Maine InfoNet Download Library, which provides free downloadable eBooks and audiobooks to library cardholders.
The Thomas Memorial Library maintains ongoing partnerships with other Town Departments, Committees, and organizations to bring awareness, resources, and opportunities to the Cape Elizabeth Community. These include:
